  Do not migrate build-essential

Status in build-essential package in Ubuntu:
  New

Bug description:
  The build-essential package in proposed is a temporary workaround for
  builders to continue pulling in coreutils-from-uutils (the default)
  while being on an older image that has coreutils-from-gnu installed.
  It can be removed after the images have been rebuilt.
