[Bug 2128983] [NEW] cpdb-backend-cups delays first print job and causes empty initial print dialog (Ubuntu 25.10, Wi-Fi printers)

Public bug reported:

**Summary**
When printing from GTK4/GNOME applications (Evince, Gedit, etc.) on Ubuntu 25.10,
the print dialog is slow to appear (5–10 seconds) and the first print job is lost.
The second attempt always works.

**System**
- Ubuntu 25.10 (Questing Quokka) x86_64
- GNOME 46 / GTK 4.14
- cpdb-backend-cups 2.0b7-0ubuntu2
- cpdb-libs 2.0b7-0ubuntu2
- cups 3.x (daemon sandboxed by systemd)
- Printer: HP OfficeJet 250 Mobile (IPP Everywhere, Wi-Fi)

**Steps to reproduce**
1. Boot the system and log in.
2. Open a GNOME/GTK4 app (e.g. Evince).
3. Open “Print…” → long delay before dialog appears.
4. Send first print → no entry in `lpstat -t`, nothing printed.
5. Send same document again → job prints normally.

**Expected result**
Print dialog should appear instantly and the first job should print successfully.

**Observed result**
Initial D-Bus communication with `cpdb-backend-cups` times out or fails silently.
Journal shows connection resets and backend re-initialisation.

**Logs**
(attach `print-trace.log`)
