You need to use the

/usr/share/keyrings/ubuntu-dbgsym-keyring.gpg

keyring.

modernize-sources has a naive guessing mechanism to try to find a
matching keyring based on Origin: but it's not perfect (Origin: would
need to be UbuntuDbgsym or similar here for it to find the file), hence
why it tells you to go test and fix what is not correct.

Bug description:
  http://ddebs.ubuntu.com/ uses key C8CAB6595FDFF622 but it is not in
  /usr/share/keyrings/ubuntu-archive-keyring.gpg.

  To reproduce:

  sudo add-apt-repository http://ddebs.ubuntu.com/

  Err:8 http://ddebs.ubuntu.com questing InRelease          
    The following signatures couldn't be verified because the public key is not available: NO_PUBKEY C8CAB6595FDFF622
  Fetched 47,1 kB in 1s (79,4 kB/s)

  After running

  sudo apt modernize-sources

  you will get

  /etc/apt/sources.list.d/archive_uri-http_ddebs_ubuntu_com_-
  questing.sources

  Types: deb
  URIs: http://ddebs.ubuntu.com/
  Suites: questing
  Components: main 
  Signed-By: /usr/share/keyrings/ubuntu-archive-keyring.gpg

  I think here are two bugs:

  * ubuntu-keys lacks the expected key.
  * add-apt-repository should have created a *.sources file and downloaded any missing key
