For reference the exception process is

Bug description:
  Hi,

  I'm the upstream maintainer of libchewing. We have received user report that the
  version in Ubuntu 25.10 preview is too old and missing critical bug fixes.

  The upstream release 0.10.3 was a maintainence release which fixed
  several critical bugs in the dictionary data file. If left unfixed
  then user may be unable to input certain phrases.

  Here is the complete change between 0.10.1 to 0.10.3
