Just found the suppress-broadband-unlock-prompt setting that can be set
with dconf-editor under org.gnome.nm-applet since version 1.34:

Haven't been using it for long enough to declare success, but perhaps

Bug description:
On Ubuntu 10.10 "Maverick Meerkat" NetworkManager Applet 0.8.1 kept
asking me for the pin code numerous times before letting me access the
Internet. It said "SIM PIN unlock required". I removed the PIN code
verification from the SIM card by placing it on a cellphone and by
disabling the PIN code. There are no problems right now.
