[Bug 2127685] [NEW] VPN connections not shown in GNOME Settings/System Menu, but 'Connect' action works (Ubuntu 22.04, GNOME Shell 42.9, Kernel 6.5.0-41, nmcli 1.36.6)

### Problem:
VPN connections created via `nm-connection-editor` or `nmcli` are **not listed** in:
- GNOME Settings → Network
- System Menu (top-right VPN dropdown)
However:
- The connections **do appear** in `nmcli connection show` and `nm-connection-editor`.
- The connection **can be established** via the System Menu's "Connect" option (it selects the only available VPN connection, or possibly the first if multiple exist).
- Connections can also be managed via `nmcli` or `nm-connection-editor`.
### Steps to reproduce:
1. Create a VPN connection (e.g., Cisco VPNC) via `nm-connection-editor` or GNOME Settings.
2. Verify it works (`nmcli connection up "VPN-Name"`).
3. Open GNOME Settings → Network: **VPN connection is missing**.
4. Open System Menu (top-right): **VPN connection is missing in the list**, but the "Connect" option works and connects to the (only/first) VPN.
### Expected behavior:
VPN connections should appear in both GNOME Settings and the System Menu dropdown.
### Actual behavior:
VPN connections are invisible in the GUI lists, but the "Connect" action in the System Menu works (selecting the first/only VPN).
### System details:
- **Ubuntu Version:** 22.04 LTS
- **GNOME Shell Version:** 42.9
- **Kernel Version:** 6.5.0-41-generic
- **nmcli tool Version:** 1.36.6
- **Architecture:** x86_64
- **Relevant packages:**
- `network-manager-gnome`: [Version einfügen, falls bekannt]
- `network-manager-vpnc-gnome`: [Version einfügen, falls bekannt]
### Additional notes:
- No errors in `journalctl -u NetworkManager -u gnome-shell`.
- Problem persists after:
- Recreating the connection.
- Resetting GNOME settings (`dconf reset -f /org/gnome/NetworkManager/`).
- Reinstalling `network-manager-gnome`.
### Workaround:
Use `nm-connection-editor` or `nmcli` to manage VPN connections.
The System Menu's "Connect" option can still establish the connection, but the VPN list remains empty.
