I wasn't able to reproduce this using this test,

$ podman run --rm -it ubuntu:focal bash -c "apt update -y && apt upgrade
-y && apt install -y libgstreamer1.0-dev libgstreamermm-1.0-dev ubuntu-
release-upgrader-core && do-release-upgrade"

I saw a successful upgrade (1.1 was an unrelated CVE fix)

Perhaps there's some older history about these diversions? I.e., if you
had the old 0.10 libgstreamer1.0-dev around in an earlier release.
Version 1.18.3-2 removed some existing diversions, but I'm not sure how
to reproduce this, or how to fix it.
