The problem is probably caused by the translation template having a
different name in every new Ubuntu release because it contains the GNOME
version for some reason.

Status in gnome-session package in Ubuntu:
  New

Bug description:
  The gnome-session-47 template was completely untranslated in my
  (Czech) language in Oracular even though it was fully translated in
  gnome-session-46 (and older) and there was no change in the translated
  strings.
