What version of Ubuntu are you running? On the latest version, I see the
documentation in the location you suggest:

root@q:~# apt policy backuppc
backuppc:

  BACKUPPC: Documentation extracted to the wrong location

Status in backuppc package in Ubuntu:
  Incomplete

Bug description:
  during the package installation the Documentation (BackupPC.html) is extracted to 
  /usr/share/backuppc/share/doc/BackupPC/BackupPC.html
  the webUI expects it here
  /usr/share/doc/backuppc/BackupPC.html

  the installation routing either needs to correct this or create a
  symlink.
