Just realised I'd forgotten about this. I'm going with the image
definition "extra package" route, partly because it still seems
preferable to me, and partly because it's also easier: doesn't involve
rebuilding the meta packages.

Title:
  [MIR] locales-all (src:glibc)

Status in glibc package in Ubuntu:
  In Progress

Bug description:
  The glibc presence in main pre-dates the MIR process so there isn't an
  existing MIR to follow up. Ideally we would create one and get a
  proper review but for now we would like to request the existing
  `locales-all` universe binary to be promoted.

  The binary was apparently in main already in focal and demoted again.

  The rational would be to make all locales available to the gnome-
  initial-setup new-user flow which replaced oem-setup in the raspi
  desktop image
