Running 'sudo login' on Questing and Plucky returns: Hangup

login package version:
Questing -> 1:4.16.0-2+really2.41-4ubuntu4
Plucky -> 1:4.16.0-2+really2.40.2-14ubuntu1.1

I know that the login tool was dropped in the shadow package in Plucky
[1], but it is still shipped on these two releases. And it doesn't work.
Is it something that needs to be fixed?
