[Bug 2112048] [NEW] Sync nvme-cli from Debian Experimental for questing

There is a new version of the package available in Debian experimental
which could potentially be sync'd into Ubuntu.  After doublechecking
that this is safe to sync, it can be done so via the `syncpackage`
command.
