python-psycopq2 has been added to installation steps of nova components
in Installation chapter.

  Fix Released

Bug description:
  in Section 2.3.4, I believe it is necessary to add  python-psycopq2 to
  the required nova components

  Adding this solved a problem with nova-compute startup
