LoCoTeam ReApproval

Hi guys,

I was reading about the LoCoTema reapproval and looking at
https://wiki.ubuntu.com/LoCoTeamList
i saw ubuntu-br-sp as approved, but ubuntu-br-sp is a subteam of ubuntu-br.

Here we broke ubuntu-br in small teams, by state, to make it easier to
manage, each subteam admin must report everything to ubuntu-br.
So, said that, the only real approved locoteam is ubuntu-br.
