Bug description:
If you try to rotate a concept with the mouse, and it's near the x-axis, it will be difficult to rotate and may start out rotating in the opposite direction that you move your mouse in.

If you try to rotate a concept that's *exactly* on the x-axis, it will snap back and forth between its current position and its negative, never moving off of the x-axis at all.
