Bug description:
while installing conceptnet using easy install on windows vista the pystemmer does not compiles, as it requires a gcc compiler.
as it is listed as mandatory dependency for conceptnet the installation halts. with conceptnet4 pystemmer is no longer required hence i don't think it should be listed as a dependency.
