Thanks for doing that. I'd like to encourage everyone to use this
approach for all new features. It will make new features better
understood, documented and expected as this list is public and has a
public archive. This will also save on frustration when such reviews are
inevitably offered to the actual code (which takes longer to change or
redesign).
Also, because we are generally bad at producing accurate documentation
and keeping it up-to-date, this is a good substitute for reading commit
logs trying to understand what new things are available in trunk (which
nobody does anyway).

The PDF is not a convenience of any kind that I can think of.
It's a dupe that will be stale as soon as you address comments to the
merge request. I'd like to ask you to either always keep those (perhaps
all CEPs) up-to-date as PDFs or remove it. We have enough stale
documents as is.
