Transient failures while adding the overlay PPA during mir-mediumtests-runner-touch

Cemil,

We want to bring this bug [1] to your team's attention as it occasionally
impacts the mir-mediumtests-runner-touch job [2] which is executed as part
of the mir-ci tests. The mir team maintains the test runner [3] used for
this which may require a workaround for this bug.
