I'm happy to have this done today.  We've discussed on #ubuntu-release on
IRC, and it's clear how the release team can emergency bypass the tests in
the case of errors.

Can I ask that your team send a mail to ubuntu-release@xxxxxxxxxxxxxxxx when
done, explaining the feature?
