Use --upgrade to deploy MPs under review

Just a quick reminder that you can:

./juju-deployer/deploy.py --upgrade all

Inside a branch that you are reviewing. This will replace your
existing deployment quicker than first tearing it down. Plus it helps
exercise our update production code path.
