This is now blocked on the following bug, which Martin Pitt pointed me at:

He also warned that he had a lot of difficulty with nested kvm in his
own tests, and that it's obviously going to be substantially slower.
As I suggested in my opening email, I'm just working to ensure we've
sufficiently investigated emulator inception as a possibility before
building out with MAAS.
