Rejected uploads don't "exist" in any sense that would allow you to
look them up.  They're rejected by process-upload long before they
ever hit anything that would keep a permanent record of them.

This is entirely by design, as rejects can happen for any number of
reasons, including the upload being incomplete or malformed, and any
attempt to parse such an upload to *make* a record of it would be not
only wasted effort, but occasionally dangerous.

The right way to detect a reject is via the email that's sent back.
