I started a new document to discuss how artifacts and test results
should be handled in the CI Airline. We don't really discuss them much
in the existing component spec or sequence diagrams, but they're kinda
important. Eventually this will just be merged into the existing docs
branch, but I wanted to throw it out for discussion first.
