Would anyone be able to help us get to the bottom of why
NetworkManager wasn't allowed to dlopen in this instance?

The CI team has reverted the kernel for the time being. This was seen
as a quick way of getting the tests running again, but I want to make
sure we're handing off to the correct team if there's a bug.
