As we had some trouble today finding the canonical documentation for
writing charms, here it is:

Michael Barnett is updating this as I type, so do check back from time
to time :).

Please write your charms in Python, as that will be much easier to
test and you can make use of the excellent charm-helpers. That will
also be official guidance from IS soon.
