One of the error messages in your latest posting does no more refer to
synaptic, but to python3. So I assume that the root cause is not
synaptic, but something else (maybe python, but maybe something
completely different).

Maybe re-installing Ubuntu from scratch can provide a faster solution
that starting an investigation on where the culprit for your problems
might be hidden.
